Even though diplomacy was completely compromised, the other leaders couldn't do anything because of geography. Last time I faced Emperor was on Continents and it made a huge difference, as I managed to conquer an entire continent by taking down all the AI there. I had gotten to a point where I was on equal footing with the main leaders on Emperor difficulty and Pangea map which was quite a big surprise for me.
